NY House Races: Key Battles That Could Shape Congressional Control

Several crucial New York congressional races are poised to impact which party controls Congress for the coming years, following a surprising shift in power favoring the GOP two years ago.

Currently, the balance stands at 220 Republicans and 211 Democrats, with the GOP aiming to maintain its majority in the upcoming Nov. 5 elections. Democrats are striving to reclaim control in what was traditionally a blue state, with Vice President Kamala Harris leading the ticket.

GOP’s Tough Re-Election Fight in Swing Districts

In the 2022 midterm elections, four Republican victories in New York’s swing districts were instrumental in securing the GOP majority. These first-term incumbents now face challenging re-election battles. Three other races are also considered competitive.

In February, Democrats reclaimed one seat when Rep. Tom Suozzi won back House District 3, which covers parts of Nassau County and Queens. This seat had been vacated following the expulsion of first-term Republican Rep. George Santos due to his criminal activities. Suozzi, who had previously represented the district, did not seek re-election in 2022 as he ran for governor.

Impact of National Figures and Issues

Key factors in this year’s races will include the performance of former President Donald Trump and Harris at the top of the ticket, and how their influence might affect down-ballot races. Additionally, the first presidential election since the Supreme Court overturned Roe v. Wade in 2022 has introduced new dynamics. This decision left abortion legislation largely to state governments, with New York maintaining strong abortion rights laws.

Over the summer, Democratic Super PACs and allied groups launched substantial ad campaigns attacking Republicans on abortion rights, while GOP incumbents countered with ads defending their positions on abortion.

Economic and Crime Issues at Forefront

Republicans are emphasizing economic issues, including inflation, crime, and illegal immigration, arguing these issues will resonate with voters. State Republican Party Chairman Ed Cox highlighted concerns about inflation impacting workers’ incomes and defended Rep. Brandon Williams’ re-election bid.

Democrats are optimistic about their chances, citing strong campaign efforts across Long Island, the Hudson Valley, and Central New York. They argue that Republicans are vulnerable due to their records on abortion rights, Social Security, Medicare, and law enforcement.

According to Cook Political Report rankings, here are the four critical races:

District 4 (Suffolk/East End)

    • Republican: Rep. Anthony D’Esposito
    • Democrat: Laura Gillen (former Hempstead Town supervisor)
    • Rating: Toss Up

District 17 (Lower Hudson Valley: Rockland, Westchester, Putnam)

    • Republican: Rep. Mike Lawler
    • Democrat: Former Rep. Mondaire Jones
    • Rating: Toss Up

District 19 (Upper Hudson Valley/Southern Tier: Broome, Chenango, Columbia, Cortland, Delaware, Greene, Sullivan, Tioga, and Tompkins counties)

    • Republican: Rep. Marc Molinaro
    • Democrat: Josh Riley
    • Rating: Toss Up

District 22 (Syracuse region — Onondaga, Oneida, and Madison counties)

    • Republican: Rep. Brandon Williams, naval submarine officer, businessman
    • Democrat: John Mannion, current state senator and former teacher
    • Rating: Lean Democrat
